Applicability

Principal employers engaging 20 or more contract workmen (thresholds differ in some states) and contractors supplying them.

Control points

Work top to bottom — each point states what to confirm and the evidence that closes it.

  • 1. Registration certificate (RC)

    Principal employer holds a valid RC listing every contractor and the maximum workmen sanctioned.

  • 2. Contractor licences

    Each contractor holds a current licence for the work order, renewed before expiry, matching the deployed headcount.

  • 3. Form V issued

    Form V certificate issued by the principal employer to each contractor for its licence application.

  • 4. Registers maintained

    Form XII (contractors) by the principal employer; Forms XIII, XIV, XV by the contractor.

  • 5. Wage payment verified

    Wages paid at or above the applicable minimum wage, through bank transfer, in the presence of the principal employer's representative.

  • 6. Statutory contributions

    Contractor's EPF and ESI remittances reconciled monthly to the deployed workmen list.

  • 7. Welfare facilities

    Canteen, restroom, drinking water, washing facilities and first aid provided as prescribed for the headcount.

  • 8. Returns filed

    Contractor half-yearly return (Form XXIV) and principal employer annual return (Form XXV) filed within time.
