Minimum Wages & Payroll Compliance
Wage floors by state, skill and zone, payroll deductions, wage registers, payslips and the payment-of-wages discipline.
Overview
Minimum wages are set state by state, and within a state by scheduled employment, skill category and often zone, with periodic revision of the variable dearness component. This means a single payroll run for a multi-state employer is tested against many different floors at once, and a compliant structure in one state can fall short in another after a routine revision.
Payroll compliance layers on top of the floor: paying wages within the prescribed period, restricting deductions to those authorised by law, issuing payslips, and maintaining the prescribed wage, attendance and overtime registers. Overtime and the treatment of weekly rest and holidays are frequent findings, because they depend on records rather than policy.
The Code on Wages reframed the wage definition and brought a floor-wage concept into the picture, which affects how allowance-heavy structures are read for statutory purposes. Rather than hardcoding rates, check the current state notification for the relevant scheduled employment before finalising a structure or a revision.

Common questions
The questions practitioners raise most often on this topic.
How do we find the applicable minimum wage?
By state, scheduled employment, skill category and zone, from the current notification — including the variable dearness allowance component where applicable.
Minimum WagesDoes a higher CTC guarantee minimum-wage compliance?
No. The comparison is against the components that count as wages for this purpose, so a structure with a small basic and large allowances can still fall short.
CTC calculatorWhich deductions are permitted?
Only those authorised under the applicable wage law, subject to the aggregate cap on deductions from wages in a wage period.
What payroll registers must be maintained?
Wage, attendance, overtime and deduction records in the prescribed formats, plus payslips issued to each employee.
Registers & FormsHow is overtime computed?
At the statutory multiple of ordinary wages for hours beyond the prescribed limits — the limits and the multiple come from the applicable code and the state rules.
